That may be the case sometimes, but other times it's a bio father that has expressed no interest in parenting the child UNTIL adoption is on the table and on its way to being finalized.

I'd also say that I agree that there's a lot of red tape in the adoption system sometimes, but it's to do with the history of how adoption has taken place in the US. It's only recently that there has been open information exchanges between the bio parents and the adoptive parents. The agencies would refuse to give up any information to adoptive parents or the adoptees itself because of privacy concerns of the bio parents. It's always been super secretive process, and it stayed that way until recently to protect the bio parents and not discourage adopting out children. I think it's a question of the legal process of adoption not catching up to the societal process of adoption (if that makes sense).
