Republican House Leader Vows To Use ‘Power Of Humiliation’ To Undermine LGBT Program

The fifth-ranking House Republican took a shot at the LGBT community at a recent town hall, saying he wanted to use “the power of humiliation” to undermine a program that helps individuals who need substance abuse treatment.

Rep. James Lankford (R-OK), who at the same Oklahoma City meeting earlier this month blamed gun violence on “welfare moms”, took a question from a constituent irate about a program that counseled LGBT individuals with substance abuse problems. The woman accused the Substances and Mental Health Services Administration of “pushing the homosexual agenda” and “indoctrinating our citizens.”

Lankford agreed with the woman’s concern, vowing to open an investigation into the matter. “They love functioning in the dark,” the Oklahoma Republican said of the LGBT program, promising to use “the power of humiliation” to uproot it.

CONSTITUENT: I want to know if you’re aware of the Substances and Mental Health Services Administration that has a book called the Provider’s Introduction to Substance Abuse Treatment for Lesbian, Bisexual, Gay and Transgender Individuals.


CONSTITUENT: They are going around the nation, they just did this here in Oklahoma, December 7th, and having conferences that are educational. [...] About 2 percent of the conference is dealing with substance abuse and mental health issues. 98 percent is doing indoctrination or pushing the homosexual agenda. This is what our president is doing. He has a federal agency doing it. Our state, the Oklahoma Mental Health and Substance Abuse Department, put this conference on and is indoctrinating our citizens who are totally against this. Is there any way you can look into this?

LANKFORD: Oh yes, sure. You know I can absolutely get a chance to take a look at it. We’ll start the process, try to see what we can do to identify it. Some of those things you have the power of humiliation where you can raise it and put in sunlight. They love functioning in the dark. You put some sunlight on it, that does help. But, we’ll see. I’m glad to take that on.

The Susbstance Abuse and Mental Health Services Administration’s efforts have been critical in supporting LGBT people with problems ranging from substance abuse to bullying. Drug abuse factors can be far different for LGBT youth than straight youth, stemming in many cases from family rejection. Cutting the program, as Lankford seems to favor, would be devastating for already-underserved LGBT individuals.

Lankford has already earned an anti-LGBT reputation stemming from his past statements on the Employment Non-Discrimination Act. ThinkProgress asked the congressman last year whether LGBT workers should be legally protected from workplace discrimination. Lankford shot down the proposal, calling homosexuality “a choice issue.”

UPDATE: The woman questioning Lankford, referred to as “Sally”, appears to be Oklahoma State Rep. Sally Kern (R), who in the past has argued that “gays are an even bigger threat than terrorism.” ThinkProgress called Kern’s office to confirm and will update once we hear back.


OP: Yes. Because, apparently, being ostrasized at the best or murdered at the worst just ain't workin' no more. We need to pile on some humiliation.

Only about an year ago a far right politician in my country suggested that all members of the parliament must absolutely publicly disclose their sexual orientation because them "faggots" were a threat to national security.

I sometimes wonder if these people realize how absurd they sound. You know? Because sometimes people do/say certain things without realizing what they are saying and how absurd what they say is. I feel like we need to give these people tape recorders, but than again, they'd be like Tobias and say "that was taken out of context".

Sodomy trials didn't get rid of us. Queer bashing didn't get rid of us. HIV/AIDS didn't get rid of us. Every priest, iman, ayaar, pastor, rabbi, holy man who's condemned us to the worst of fates didn't get rid of us. Colonization and the laws that were part of it didn't get rid of us. Laws about cross-dressing and public indecency didn't get rid of us. Arresting and jailing us didn't get rid of us. Outing us didn't get rid of us. Censoring us and destroying our art, our poetry, our writing didn't get rid of us. Trying to cure us with drugs and hormones and electroshock didn't get rid of us. Motherfucking Nazis didn't get rid of us. The heartbreaking epidemic of mental illness and suicide in our communities hasn't gotten rid of us.

It's killed untold numbers of us. Hurt our communities, ripped our families asunder, created waves of self-loathing and shame and utter despair. It has cut deep into our bodies and souls leaving even those who've somehow survived with scars on our hearts and hollow-eyed memories at night.

And yet, our communities are still here. We're still here.

We do not function in the dark out of choice but necessity. Because you create spaces and homes and communities that are seething with hate. People like you destroy the families you claim to protect. People like you who have the darkest hearts and can't contemplate a world full of nuance and vibrancy and shining, bright, burning, colourful, wonderful love.

But guess what? We learn to create our own light, our own patches of sunshine. Like shoots in the spring we bend and reach and grow, nourishing by the acceptance and support and love we find in your so called dark places. We know the value of family even as your dishonour it in the guise of morality.

You can try all you want. You ain't ever getting rid of us. The first Pride Parade was a motherfucking riot. One started by the drag queens and butches and trans women of colour who have always been a part of our history, our communities, our family. Black, brown, yellow, red queer and trans folks were accepted and celebrated and honoured before your pasty asses fucked things up. And after they did, after the holy Christian plague of the gender binary and all that heteronormative bullshit had spread all over we still fought and loved and lived. We learnt how to love and fight in equal measure and we are damned good at both. And if this sounds like a threat that's cause it is one. You can try to criminalize, dehumanize, pathologize, pray, preach, legislate, arrest, abuse, jail, cure, rape, beat, hate, kill us. Didn't work then, won't work now, won't work ever.

So you can either sit the fuck down and grow the fuck up or you can be left behind in our wake. I really don't give a fuck either way.

The phrase "homosexual agenda" will never cease to bring about the mental image of a rainbow daily planner, possibly advertised with a slogan about how everybody deserves to have help making their year gay. And I want to send that asshat one.

Honestly, the shit some of my homestate's politicians get up to. I can't say I'm shocked, but it feels me with shame.

  • First of all, it's frustrating when people like Lankford are completely oblivious to how gross, bigoted, and embarrassing they sound. There's a small, passing satisfaction in watching self-aware bigots back peddle when they're caught, but there's no real pay off, here -- short of a running air-bound right hook-driven beat-down -- when they seriously buy into their own bullshit with that air of entitlement.
